  16. 1.  That the Federal Rules of Appellate Procedure be, and
  17. they hereby are, amended by including therein amendments to
  18. Appellate Rules 3, 3.1, 4, 5.1, 6, 10, 12, 15, 25, 28, and 34,
  19. and to Forms 1, 2, and 3.

  23. 2.That the foregoing amendments to the Federal Rules of
  24. Appellate Procedure shall take effect on December 1, 1993, and
  25. shall govern all proceedings in appellate cases thereafter
  26. commenced and, insofar as just and practicable, all proceedings
  27. in appellate cases then pending.

  29. 3.  That THE CHIEF JUSTICE be, and he hereby is, authorized
  30. to transmit to the Congress the foregoing amendments to the
  31. Federal Rules of Appellate Procedure in accordance with the
  32. provisions of Section 2072 of Title 28, United States Code.
